BIO

Marina Duane is a research associate in the Urban Institute's Justice Policy Center and has substantial experience in policy research and analysis. Duane researches multidisciplinary justice policies and provides technical assistance to local jurisdictions on implementing evidence-based practices and improving their policies. Her research focuses on various victimization topics, reentry issues, and the intersection of criminal justice and human services delivery. Before joining Urban, Duane worked in the United States and abroad on social policy issues. In Pittsburgh, she worked for Allegheny County Department of Human Services, leading the research, design, and evaluation of new programs for the county's most vulnerable populations. She managed multiple justice-related, child welfare, and behavioral health projects and worked with local partners to use data-driven approaches and implement evidence-based practices in intimate partner violence, group violence, and community reentry. Duane also worked at the Organization for Security and Co-operation in Europe in Kyiv, Ukraine, and managed a portfolio of 80 nonprofit organizations focused on ensuring human rights in the country's prison system, protecting the rights of youth and people with disabilities and ensuring the transparency and accountability of local authorities. Duane has a bachelor's degree in psychology and English from Dnipropetrovsk National University, Ukraine, and a master's degree in international development from the Graduate School of Public and International Affairs at the University of Pittsburgh.
